Summary Explanation/Background:

This project entails the reconstruction of Blount Road between Hammondville Rd (MLK) and West Copans Rd, approximately 1.2 miles. The existing asphaltic roadway condition is experiencing significant settling and deterioration and needs immediate repair. Staff would like to reconstruct the roadway using the In-Place Recycling Reconstruction method or commonly referred to as the Full Depth Reclamation process (FDR). This alternative green process reuses the existing roadway material to create a new base for the roadway. Thereafter, the subbase is compacted and paved with virgin hot asphaltic concrete as the finished wearing surface. Consequently, this method reduces the overall construction cost and time to complete.
