Summary Explanation/Background:
The proposed private-sector initiated code amendment is to create a new use for “Hospital-Based Off Campus Emergency Department”. A hospital-based off-campus emergency department, is defined and governed by Florida Statutes, Chapter 395. While reviewing the proposal for the new use, Staff also made some change to the use specific standards for the Urgent Care Use (by removing it from the Specialty Medical section and removing the distinction between 24-hour Urgent Care and all other Urgent Care Facilities. The use specific standards for the other Specialty Medical uses were also amended for internal consistency. On May 28, 2025, the Planning and Zoning Board recommended denial of this zoning code amendment with a 6-1 vote, primarily because they felt any medical use that can be open 24-hours should be separated from residential zoning districts (RS and RD) by 500 feet.
