Summary Explanation/Background:
(Note for 2nd Reading: Attached Administrative Memo #16-487 recommends this item be struck to allow for the name change from Apartment Hotel to Condo Hotel). Text amendments to the Zoning Code's standards for Apartment Hotels have been prepared in order to ensure these developments function as a hotel. Apartment Hotels (aka Condo Hotels) have units owned by individual property owners, like a condo, but the primary purpose is intended for visitor accommodations. The City's Comprehensive Plan is much more permissive for hotel uses than for residential uses. Therefore in order to ensure apartment hotels operate as a hotel, Staff recommends adding in standards to address the following: length of the owners stay; lobby design; requirements for a management company; and future conversion to a residential use. Finally, it is recommended that apartment hotel units which are one-bedroom units or larger provide 1.25 parking spaces per unit in order to accommodate visitor parking.
