Summary Explanation/Background:
In 2003, an Interlocal Agreement for Public School Facility Planning was established to provide for cooperative planning between the School Board, the County and the Municipalities and to create a voluntary school mitigation program to alleviate overcrowded public schools and create necessary classroom capacity.
In 2007, this agreement was amended to include a public school concurrency program. Public School Concurrency (PSC) is a growth management tool to ensure that public school facilities are available to serve new development at the time the development impact occurs. The agreement required all new residential development to comply with development review criteria and established a Level of Service Standard for each elementary, middle and high school at 110% of permanent capacity of each facility.
The Second Amended lnterlocal Agreement for Public School Facility was amended in 2010 to modify the Level of Service Standard from 110% permanent capacity to 100% gross capacity (including relocatables/portables) until the end of the 2018/19 school year. Commencing in the 2019/20 school year, the Level of Service reverts back to 110% permanent capacity. The rationale for the reversion back to permanent capacity was to not count relocatables towards capacity.
