summary
Summary Explanation/Background:
The Applicant is requesting to rezone the subject properties from RM-45HR (Multiple-Family Residence 45 High-Rise Overlay) to PD-I (Planned Development-Infill). The subject properties consist of three (3) parcels of land located at 1380 S. Ocean Boulevard, the east and west sides of A1A (a.k.a. South Ocean Boulevard). The properties are currently vacant and 4.61 net acres (5.2 gross acres). As part of the Rezoning application, the Applicant is requesting 239 residential dwelling units and 11,000 square feet of spa/personal services establishment and other ancillary uses (open to residents and guests only). The Planning & Zoning Board recommended approval of this Rezoning request in the November 15, 2017 meeting (with 5 to 6 votes.)
The Applicant has met the rezoning conditions included in the November 15, 2017 Planning and Zoning Board (PZB) Administrative Report, however, staff is requesting the condition for the plat note amendment to be revised from 'site plan approval' to 'prior to permit approval.' The Rezoning Ordinance includes "Exhibit B" Conditions of Implementation.
Please note, there were a few iterations of this rezoning request that went before previous P&Z Board meetings prior to the final version of the project. Those minutes are also attached for your reference...
