Summary Explanation/Background:
At the two previous City Commission meetings, April 27 and May 25, 2021, the Commission voted to table this item.
At the May meeting the Commission provided input that the policy provide the authorization to approve naming of all City facilities after any persons, deceased or living, upon a determination that exceptional circumstances exist. Criteria #11 has been added to accommodate this request. The previous requests to dual name a street segment vice the entire street has been incorporated, as well as including the Pompano Beach Historical Society in the application review process.
It is important to note that the current process for dual-naming a street or facility involves no criteria, other than writing a check to cover the costs. While there have been no major controversies in the City with requests so far, other communities, both in and out of South Florida, have had issues. The most recent one involved street names associated with Confederate Generals. If someone were to approach the City with a potential controversial request, the Commission would have no pre-existing criteria to rely on for denial, other than just not approving it at a commission meeting. Moreover, residents living on the impacted street would not even possibly be aware that such a request was being made. Therefore, staff is recommending adopting a set of criteria so there is more structure and notification in the dual naming process.
