Summary Explanation/Background:
At the February Planning & Zoning Board Meeting, the Board was presented with a code amendment in response to the moratorium that the City Commission enacted on September 24, 2019 (Ordinance 2019-108) relating to self-storage facilities. Following the moratorium, the Planning & Zoning Board requested more analysis of how this specific use is treated, what impact self-storage facilities have on a community and what regulations have contributed to this surplus of self-storage facilities. Based on the information presented in the Report, the Planning & Zoning Board made a motion recommending to the City Commission that the Zoning Code amend the zoning districts where the use is allowed, and adopt modified use-specific standards. Several items have been included with the back-up: (1) the original self-storage supply and demand analysis conducted by "Development Services, Inc.," (2) the staff reports presented to the Planning & Zoning Board and (3) the minutes from the meetings when the reports were presented.
