Summary Explanation/Background:
The FY 2025 Adopted Budget includes fee increases in the Planning and Zoning Department. The Planning and Zoning fees were last updated in 2013. Since that time, the costs of Planning and Zoning services have outpaced revenues. A majority of the proposed fees have been adjusted based on the CPI. Other fees will employ a methodology similar to how fees are assessed in the Building Department. The fees will be charged to an applicant based on a percentage of the project’s value within different tiers. Using the tiered fee structure will capture the time and the costs that the Planning and Zoning staff spends reviewing building permits and conducting subsequent inspections more equitably.
Furthermore, planning and zoning fees for City or CRA-initiated development permit applications will be waived. The overall impact of the proposed changes is an additional $3.8m in revenues, which has already been budgeted in FY 2025.
