Summary Explanation/Background:
This item will approve a Third Amendment Service Contract between the City and New Horizon Community Development Corporation, Inc. to operate a Summer Youth Employment Program (SYEP). The New Horizon Community Development Corporation (NHCDC) is a 501(c) (3) non- profit organization which has been in existence since 1997. During the summer of 2016 thru 2019, NHCDC operated the SYEP in the City of Pompano Beach and was awarded funds which served 80 in 2016, served 96 in 2017, served 90 in 2018, served 100 in 2019 and in 2020, due to COVID-19, served 39 at risk youth and their families. The program is scheduled to run from June 28, 2021 to August 6, 2021.

The original contract allowed for $152,000.00, however, due to COVID-19 and the lack of participation from the business community due to COVID-19 the program was modified. This year NHCDC is targeting to serve 40 to 50 at risk youth and their families in the City limits of Pompano Beach. As a result of this modification, the requested total amount for this agreement is $84,781.00.

The vendor, as requested in 2016 by the City Commission, was selected through a competitive process RFP E-21-16. The ranking was approved at the Commission meeting on April 26, 2016. In the Service Contract Agreement on April 3, 2018, the City Commission approved to allow for an optional renewal for up to three (3) additional one-year periods.
