A full FAA Part 150 Study is a lengthy, costly, and voluntary process that may not ultimately achieve the goals being sought by citizens. Under FAA guidance, participation in the Part 150 process is entirely voluntary on the part of the airport sponsor, and it is undertaken in two sequential steps: (1) development and submittal of a Noise Exposure Map (NEM), which the FAA reviews and accepts, and (2) development and submittal of a Noise Compatibility Program (NCP), which the FAA reviews and either approves or disapproves via a Record of Approval. The process typically takes several years to complete, and implementation of any resulting measures occurs in phases over multiple additional years. The core purpose of a Part 150 program is to identify FAA-defined noncompatible land uses within the airport noise contours and to develop measures to address them. Before committing to a full Part 150 effort, it may be more prudent to first update the airport's noise contours to determine whether the 65 DNL contour has moved beyond airport property boundaries. If the 65 DNL contour remains entirely on airport property, the practical benefits and available mitigation measures under a Part 150 program will likely be limited or not available.
