summary
Summary Explanation/Background:
The Utilities Department seeks City Commission approval to enter into Service Contract No. 12921 with Carus LLC for the sole-source purchase of Aquadene(r) SK-7641, a corrosion control inhibitor required to maintain compliance with the U.S. Environmental Protection Agency's Lead and Copper Rule. The Department has successfully used this proprietary product since 2007, and operational and regulatory monitoring have demonstrated that it is the only product that consistently stabilizes water quality and ensures continuous regulatory compliance. Prior evaluations of alternative products resulted in inconsistent performance and risk of non-compliance. In accordance with Florida Statutes, a single-source procurement process (SS 25-070) was advertised, and no equivalent products were identified. The proposed contract term is five years, with annual expenditures not to exceed the amount approved in the Utilities Department's operating budget. Approval of this agreement supports the City's strategic and comprehensive plan goals, ensuring the continued delivery of safe, reliable, and high-quality drinking water to the community.
