Summary Explanation/Background:
At the meeting of January 28, 2020, the Commission adopted an Ordinance to implement a mandatory electronic filing policy for campaign finance reports. The Broward County Supervisor of Elections (SOE) has agreed to grant access to all Broward County's municipalities to a proprietary electronic candidate financial reporting software pursuant to a License Agreement with VR System, Inc. The software has been in use by the County SOE for quite some time along with several Broward County cities and six cities in Dade County. SOE has determine this software is consistent with applicable Florida laws and for that reason we desire to implement the software as our mandatory electronic filing system for campaign finance reports.
Attached is a proposed Agreement with SOE to access VR System's filing software, as well as a copy of the executed License Agreement between VR System and SOE. The cost for the 1st year after implementation is $5,485 with annual fee of $3,644 thereafter. Staff recommends approval of this Agreement.
