Summary Explanation/Background:
The following are the four advisory boards empowered to administer and review applications for a development permit: Zoning Board of Appeals (ZBA), Planning and Zoning Board (P&Z), Architectural Appearance Committee (AAC), and Historic Preservation Committee (HPC). Excluding alternate members, the Zoning Code specifies the membership for each board as follows: ZBA - one member nominated by each City Commissioner; P&Z - one member nominated by the Mayor plus one member nominated by each City Commissioner plus one member appointed by the City Commission as a whole; AAC - six members appointed by the City Commission as a whole; HPC - seven members appointed by the City Commission as a whole. Therefore all of the City's elected officials are able to equally participate in the membership of the advisory boards except for the ZBA. In the case of the ZBA, the Mayor is the only elected official who is not entitled to nominate a regular voting member. The proposed text amendment remedies this inequity. This item was unanimously recommended at the December 21, 2016 Planning and Zoning Board Hearing.
