Summary Explanation/Background:
On June 14, 2014 City Commission approved the Construction Manager-At-Risk with a GMP Contract with OHL Building, Inc. for the Library, Cultural Center and Civic Campus Project in the amount of $17,099,743.00. The GMP was subsequently increased by $1.8 M in May 2015 through Change Order No. 1 to account for several items, most notably add alternates as shown in Exhibit C (VE) of the contract.

Proposed Change Order No 4 (CO's 2 and 3 were time-extensions only), in the amount of $750,000, which includes $70k contingency for unforeseen conditions, is being requested for approval for the following:

Compensate for the $224,000 shortage in tax savings (original anticipated savings was $513,000).
Landscaping revisions in the amount of $220,865, above and beyond the min code requirements, as originally designed and approved by AAC (note that we re-allocated budget and deferred landscaping to the end to keep the project moving due to critical path).

Other changes to the project scope (approx. $300,000) due to code requirements and permitting comments, and project enhancements, subsequent to change order No.1. A list of these items and their associated costs are detailed in Exhibit D, Change Directives (CD) List, attached herein.
