AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF POMPANO BEACH, FLORIDA, AMENDING CHAPTER 76, "PARKING METERS," OF THE POMPANO BEACH CODE OF ORDINANCES BY AMENDING SECTION 76.02, "DEFINITIONS," TO PROVIDE ADDITIONAL REQUIRED DEFINITIONS; BY AMENDING SECTION 76.05, "AUTHORITY TO ESTABLISH PARKING METER ZONES," TO REASSIGN AUTHORITY TO THE CITY MANAGER OR HIS DESIGNEE TO DETERMINE TYPES OF PARKING METERS UTILIZED BY THE CITY; BY AMENDING SECTION 76.06, "PARKING METER ZONES AND FEES ESTABLISHED," TO MODIFY DESIGNATED PARKING METER ZONES AND METER FEES AND RESTRICTIONS, AND TO MODIFY HOURS OF OPERATION OF PARKING METERS, AND TO MODIFY COSTS AND OTHER REQUIREMENTS FOR PARKING PERMITS; BY AMENDING SECTION 76.07, "TIME LIMITED PARKING ZONES," TO MODIFY REQUIREMENTS AND RULES AND ESTABLISH HURRICANE PARKING AND BULK PARKING PROCEDURES AND RATES, AND TO PROVIDE FOR PARKING FEE EXEMPTIONS AND MODIFY REQUIREMENTS FOR MOTORCYCLE PARKING; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE.

Summary Explanation/Background:
This agenda item proposes amendments to various sections of the City's Parking Code to include the development of parking zones within the system, a variable parking rate structure based on seasonal (November 15th - April 15th) and off-seasonal timeframes (April 16th - November 14th), holidays/special events and an increase in parking rates, primarily during the seasonal time of year and holidays/special events. The proposed structure also allows for fluctuation in rates to better control parking in high demand parking areas, which will be particularly important as private development in the near term is expected to increase parking demand.
