The proposed ordinance are amendments to Chapter 153, Rental Housing, to create a Short Term Rental Permit program. In Administrative Memo #17-065 the Short Term Rental Staff Taskforce identified its goals and one of the short term goals is the adoption of a Short Term Rental Permit program. The recommended text amendments are based on the specific issues regarding Short Term Rentals occurring in Pompano Beach, limited home rule authority to regulate short term rentals per Florida Statutes, and research of best practices. The Short Term Rental Permit would be required for single family, duplex, triplex, and quadplex dwellings that are available for rent for a period of 6 months or less. These unit types would be required to comply with additional standards regarding off-street parking, garbage receptacles, and responsibilities for the 24-hour local contact.
