Summary Explanation/Background:
Two (2) sections of Chapter 151 are proposed to be revised:

Section 151.05 (C):
The intent of residents raising seawalls is to protect their properties from rising tides. The current Code requires a stepped transition between two adjacent seawalls at the side property lines where there is an elevation difference of 7-inches or more. This stepped transition however poses a breach between the seawalls, which would allow rising tides to enter through. The Marine Advisory Board (MAB) along with Engineering recommends amending the Code eliminating this requirement for a stepped transition. Research into several neighboring cities has been conducted by the MAB and this stepped transition is not included in their Codes.

Section 151.08:
Currently our Code is ambiguous to what is permitted to be installed on top of or over a seawall. Based on the Marine Advisory Board's research of neighboring cities, Pompano Beach is the only City that prohibits the installation of lifts, cleats, davits, etc., on seawalls which proves to be challenging for residents, however it is silent to other structures such as terraces, retaining walls, stairs, etc., that are not recommended to be installed on seawalls.
