Summary Explanation/Background:
On April 25th, 2017, the City Commission adopted Ordinance 2017-43, which placed a nine-month moratorium on the conversion of apartment buildings (5+ units) to short term rentals. Staff is requesting an extension to the temporary moratorium. In accordance with the moratorium, City staff is using the time to research the issues and impacts of this trend as well as regulatory options and propose code amendments. There are two studies underway that could impact the proposed regulations. Keith & Associates has been retained to examine the conversion of apartment buildings (5+) to transient rentals, group vacation rentals, hotels, etc. Additionally, Daniel Lauber has been retained to prepare a study entitled "Pompano Beach, Florida: Principles to Guide Zoning for Community Residences for People with Disabilities." Drafts of both studies are underway. Time is needed to meet with Commissioners, present the reports, and finalize the resulting code amendments.
