Summary Explanation/Background:

The license agreement is for The Russell Life Skills and Reading Foundation, Inc. to provide a comprehensive reading and life skills reading program for youth registered in one of the City’s After School Programs (Emma Lou Olson Civic Center, Highlands Park, Mitchell/Moore Center and McNair Center).  Children enrolled in an afterschool program at one of the Parks and Recreation locations will have access to this reading program free of charge.   The term of the agreement is for one year with three one-year renewals upon City Commission approval.
