Summary Explanation/Background:
This item will approve a First Amendment Service Contract between the City and New Horizon Community Development Corporation, Inc. to operate a Summer Youth Employment Program (SYEP). The New Horizon Community Development Corporation (NHCDC) is a 501(c) (3) non- profit organization which has been in existence since 1997. During the summer of 2016 thru 2018, NHCDC operated the SYEP in the City of Pompano Beach and was awarded funds to serve 80 in 2016, served 96 in 2017 and 90 in 2018 at risk youth and their families. The program is scheduled to run from June 10, 2019 to August 1, 2019. There is no increase from the previous year. The requested total amount for this agreement is $152,000.00.

The vendor, as requested in 2016 by the City Commission, was selected through a competitive process RFP E-21-16. The ranking was approved at the Commission Meeting on April 26, 2016. The RFP E-21-16 allows for an optional renewal for up to three (3) additional one-year periods. The city is exercising its rights under the renewal clause.

This initiative is part of the City of Pompano Beach's Strategic Plan, Great Places Item 8.1.1. The goal of the initiative is to work with the Summer Youth Employment Program to provide employment to a minimum of thirty (30) economically disadvantaged students in the Pompano Beach city limits during the summer of 2019. This initiative will allow the youth to obtain meaningful work experience, develop social skills and the sense of responsibility.
