RFQ E-16-17 was issued as Step 1 of a two-step solicitation process to create a short-list of firms considered most qualified to participate in Step 2, to provide Design, Build, Finance, Operate and Maintenance (DBFOM) Services for Public-Private Partnership (P3) Development. The highest ranked firm from Step 2 will be presented to the Commission for approval. The Selection/Evaluation Committee recommends the top-three ranked firms participate in Step 2: E2L Real Estate Solutions, LLC, OHL Infrastructure, Inc., and Kaufman Lynn Construction. City Commission approval of the Selection/Evaluation Committee's ranking order, and short-list for Step 2 of the solicitation process, is requested.
