Summary Explanation/Background:
Proposed amendment to Chapter 96.12: This special service fee is for the collection and disposal of the material overloading a garbage container, additional time for the driver to clean up materials spilled during collection due to overloading the container and disruption to the service schedule. These overloaded containers, not only spill raw garbage onto the ground, bringing in vermin and other nuisances, but actually can become a human health issue. The goal of the program is to have customers right size their service by implementing recycling, increasing the days of service or increasing the size of the container. It will help the City address the unsightly issue and potential safety and health hazards of overloaded containers. When customers have the correct level of service, it avoids overloaded situations and reduces the negative impacts to the community.

Proposed amendment to Chapter 96.22: Requires companies that haul recovered materials to register with the City. This allows the City to assure companies that hire a recovered materials hauler, that the recovered materials are actually being recycled and not disposed of.
