Summary Explanation/Background:

This sales agreement with Teco Peoples Gas affords the City a reduced rate in its monthly gas bill.  This reduced rate is provided through Teco’s Natural Choice Program which is available to any residential customer using a minimum of 2,000 therms annually or to any non-residential customer.  This agreement establishes a third party supplier, known as a pool manager, which assumes the responsibility for supplying the natural gas used by the City.  Teco will continue to manage our service, read meters, and respond to emergencies.  Teco received the four attached bids and FPL Energy Services was the lowest bid which is the recommended pool manager.  The City currently has gas service at four (4) facilities:  Emma Lou Olson Civic Center, E Pat Larkins Civic Center, and both of the new Fire Stations 11 and 103.  Any future facilities with gas service will also be covered by this agreement.  Estimated annual savings in the gas bill is $2,271 (a 39% reduction)
