Summary Explanation/Background:

The construction of Taxiway "Delta" relocation and construction of Taxiway "Sierra" & "Tango" taxiway connectors at Pompano Beach Airpark are included in an existing Airport Capital Project 14-247.  The FAA/FDOT recommended that this project be divided into two phases design, which is now complete, and construction.  This project was approved by the City Commission as part of the Pompano Beach Air Park Master Plan Update that was adopted on July 22, 2008 by Resolution No. 2008-259 as well as the City of Pompano Beach Capital Improvement Plan adopted on October 10, 2016 by Resolution 2017-20.

 

Taxiway Delta provides access to/from Runway 15/33 and is currently located 400 ft. from the centerline of the runway.  The relocation of the taxiway is necessary to be in compliance with FAA design and safety standards for Category B Group II aircraft. Shifting the taxiway to a distance of  240 feet from the centerline of the runway will improve efficiency of airfield operations.

 

The project scope includes  the construction and relocation of the full length of taxiway Delta parallel to Runway 15-33 and the associated taxiway connectors, "Sierra" and "Tango".

Fiscal impact and source of funding: The total estimated cost of the Project is $4,166,575.  This amount is based upon the estimate summarized in Exhibit "B".  The FDOT agrees to a maximum participation, including contingencies, in the Project in the amount of $3,333,260 (80% of the project estimated cost as detailed in Exhibit "B).  The Airpark will pay the remaining 20% ($833,315) of the estimated project cost with the attached budget adjustment to transfer funds from the General Fund Undesignated Fund Balance (current approximate balance of $9 million) to the Airpark Enterprise Fund.  Airpark Staff is currently working on an agreement with the Federal Aviation Administration whereby the Airpark may be able to derive annual rental amounts from the City’s Utility Fund for housing water wells on the Airpark Property.   Should an agreement to terms be reached and an annual lease amount be finalized, it is currently intended to have the Airpark Fund repay the General Fund the $833,315 over time.  Once negotiations are completed and amounts are known a resolution for certificate of indebtedness between the General and Airpark Funds will be  brought back to the commission for consideration of such action.
