Summary Explanation/Background:

In 2015, the City issued RFP E-43-15 entitled Subsidized Housing Inventory and Market Rate Analysis to Assess the City’s Strategy for Meeting its Economic and Redevelopment Goals. 
On December 21, 2015, the City entered into a Service Agreement with Lambert Advisory, L.C. to prepare a Housing Study on behalf of both the City and the Community Redevelopment Agency (CRA). The City also entered into an agreement with the CRA in order to co-fund the study. The overriding goal of the study is to provide the City with an inventory and assessment of the existing housing stock and to develop a housing strategy for the City. Staff from the Development Services Department, Office of Housing and Urban Improvements (OHUI) and CRA have met throughout the year with Mr. Lambert to discuss the progress and final report.  Lambert presented its findings and invited feedback through a community meeting on January 30, 2017.  The firm also presented its findings and obtained feedback from the Northwest CRA Advisory Board on May 1, 2017 and East CRA Advisory Board on May 4, 2017.   A presentation was also given to the Planning & Zoning Board, who provided a unanimous recommendation of approval at the May 24, 2017 meeting.
