Summary Explanation/Background:

This agenda item is seeking City Commission approval to designate targeted area within the Old Pompano as a blighted area in accordance with Section 163.340, Part III of the Florida Statutes. The specific finding of blight made in the proposed Resolution relies on the NEPA Environmental Assessment (see attached) as a technical matter and qualification of the Section 108 area as Low/mod area benefit (LMA) due to the fact that over 51% of the population in the area served are low/moderate income households (LMI), which was a basis for Resolution 2013-316, authorizing amendment of the Consolidated and Annual Plans to include a Section 108 loan application, and the accompanying Resolution 2013-315, authorizing application for the 2013 Section 108 loan.
