Summary Explanation/Background:
Broward County recently amended the Broward County Land Use Plan (referred to as the "Broward Next"). One of the changes included Policy 2.12.8 stating that "Broward County shall discourage land use plan amendments which negatively impact hurricane evacuation clearance times and/or emergency shelter capacities." As a result, the proposed Hidden Harbour amendment that is scheduled for second reading on this agenda was the subject of a comment issued by Henry Sniezek, Director of the Environmental Protection and Growth Management Department (EPGMD) (see EPGMD Memo dated Feb. 2, 2018 and March 28, 2018 email). After several meetings with the County, the City sent a letter (see attached letter dated March 28, 2018) agreeing to provide the requested amount of evacuation shelter staff. The Hidden Harbour County land use plan amendment was then approved by the County with the understanding that the City will agree to provide shelter staff should a Broward County "Zone B" storm evacuation be issued. The staffing level originally requested was significantly reduced in an email from the County Mayor dated June 28, 2018 to only one city representative. This reduced requirement was confirmed by the City Manager in correspondence dated July 6, 2018 (attached).
