Summary Explanation/Background:
In 1998, Faulkner Associates of Florida, Inc entered into a Shared Parking Agreement with the City for the property located at 3500 North Powerline Road. There are multiple tenants on the property, also known as "Trinity Center," with a variety of uses. The original parking agreement included several retail spaces, offices, one school and one place of worship. Schools and Places of Worship are considered "assembly uses," which typically have a higher parking demand than offices or retail spaces. Since 1998, there have been 2 amendments to the Shared Parking Agreement (2010-171 & 2017-116). The property is currently owned by Pompano TC, LLC. The applicant has recently requested to change one of the retail spaces into another space to allow for another assembly use, specifically another place of worship. The Zoning Code allows for property owners to propose parking agreements to the City as a parking alternative to comply with the minimum parking requirements. The agreement limits the hours of operation for certain bays to daytime & nighttime hours, as well as weekdays and weekends, to ensure that the minimum required parking is provided for the businesses that are open and active. The Shared Parking Agreement contains two exhibits: Exhibit "A" is the legal description of the property and Exhibit "B" is a detailed breakdown of the hours of operation and the parking to be provided.
