AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF POMPANO BEACH, FLORIDA, AMENDING CHAPTER 35, "ELECTIONS AND RECALL," OF THE CITY OF POMPANO BEACH CODE OF ORDINANCES BY CREATING SECTION 35.08, “ELECTRONIC REPORTING/PENALTIES,” SECTION 35.09, “ELECTRONIC POSTING,” AND SECTION 35.10, “TECHNICAL ASSISTANCE,” TO REQUIRE ELECTRONIC FILING OF CAMPAIGN FINANCE REPORTS WITH THE CITY CLERK AS AUTHORIZED BY THE FLORIDA ELECTION CODE; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE.

Summary Explanation/Background:
Pursuant to Chapter 106, Florida Statutes, the City of Pompano Beach along with municipalities within the Broward County region may impose electronic filing requirements for campaign finance reports. The Broward County Supervisor of Elections has collaborated with municipalities within the County to provide a software to implement a County/City Candidate Financial Reporting Service. This software will improve government efficiency while balancing transparency and security of the elections process. In order for the City of Pompano Beach to participate in this partnership to acquire similar software, it is incumbent upon the City to set in place a policy that will assist with future decision making as it relates to the electronic reporting of campaign and finance reports. Several candidates have solicited the City Clerk’s office in the past, to offer similar electronic filing of campaign and finance reports.
Therefore, staff recommends approval of the attached ordinance.
