Summary Explanation/Background:
The City is the Applicant for this land use plan amendment. The request is to change the Land Use designation of the 4.2 acre Oceanside Parking Lot at 109 North Ocean Boulevard from OR (Open Space Recreation) and CF (Community Facilities) to C (Commercial). This will allow the City to have a parking structure, retail space (to include a neighborhood grocery store) and a hotel built on the subject property. The intention is to hire a developer to construct the improvements under a development agreement similar to the concept used for the Pier Parking lot. That project is nearing buildout and is so successful that the additional 750 space parking structure proposed for the Oceanside Lot is needed to support that project in particular and the beach amenity area in general. The Planning and Zoning Board (P&Z) considered the amendment on June 26, 2019 and recommended approval with a 6-1 vote. The City Commission unanimously voted to approve this amendment at first reading on July 23, 2019. The County Commission approved the amendment to their plan for the Oceanside Lot on February 11, 2020 which allows the City to consider adoption of the City Plan Amendment at second reading.
