Summary Explanation/Background:

As part of the City’s Public Art Utility Wrap Round 3 Project, the City is wrapping traffic signal boxes with public art throughout the city.   Twenty (20) artists and thirty-one (31) artistic designs and traffic box locations were originally approved under Resolution # 2020-180.  Fifteen (15) of the selected and approved traffic signal boxes are on state owned property.  Before these installations can occur at these locations, the Florida Department of Transportation (FDOT) requires the City to enter into a Community Aesthetic Feature Agreement (CAFA).  This agreement requires, among other things, that the City pass a resolution that it approves the project and agrees to fund all project design, installation and maintenance costs.

Funding for the artistic design aspect of this project was approved under Resolution #2020-180. Vendor funding has been approved and is being supplied through the City’s Public Works Department, which entered into a service agreement with AD Graphics on August 6, 2019. Due to delays caused by COVID-19 and the extensive FDOT permitting process this service agreement was amended and extended on September 14, 2020 for an additional year.

The Public Art Committee and staff recommend approval of this Resolution and CAFA in order to move forward with the FDOT process for Round 3 of the Utility Box Wrap Program.

In accordance with Section § 160.04  POWERS AND DUTIES OF THE COMMITTEE, the Public Art Committee has the power to make recommendations to the City Commission on art, artist selection and artwork location.
