Summary Explanation/Background:
Staff is seeking City Commission approval of a Resolution to execute a Change Order No. 1 with Kiewit Infrastructure South (KIS) in the sum of $292,490.00. This change order is necessary to conduct unforeseen construction work to protect an existing seawall under the SE 5th Avenue (see Location Map). KIS was retained to replace the bridge and conduct necessary repairs to the seawall. KIS discovered that the existing seawall wasn't installed in a manner consistent with current engineering standards. In the process of attempting to repair and replace the seawall, KIS detected conditions that precluded them from doing the work as initially prescribed. KIS attempted to repair the seawall utilizing a variety of different methodologies, but none of them worked. As a result, and after further analysis by TY Lin (Engineer of Record) and City staff, it was determined that there exist only two other suitable solutions. One solution would be to rent sheet piles, re-build the seawall, and remove the sheet piles afterwards. This solution is suitable, but very complex due to the need for large cranes as well as the uncertainty that the backfilling process will not fail. The other solution entails the installation of permanent sheet piles that would be used to contain the unsettled soils, and leave them in place after the seawall is repaired. This add another level of safety and strengthens the seawall ahead of future impacts by sea level rise. Staff recommends approval.
