Summary Explanation/Background:

At the July 13, 2021 City Commission meeting, the Commission approved the ranking order for RFP P-03-21, Debt Collection Services. Transworld Systems, Inc. (Transworld) was selected as the highest ranked firm. 

As part of the City’s debt collection process, the City refers accounts for collection after City staff have exhausted their efforts to collect on debt.  Transworld will provide comprehensive debt collection services from the time the City refers an account for collection until the debt is collected in full or the City takes the account back. Delinquent accounts may include, but are not limited to, code enforcement, unsafe structure and nuisance abatement liens; water and sewer charges; fines; fees; parking citations; licenses; permits; rental charges and any other receivable capable of being collected. The arrangement with Transworld is on a purely contingent basis, meaning that they do not get compensated for their services unless they are successful in collecting on the City's debt.
