Summary Explanation/Background:
The City previously entered into a Grant Participation Agreement with Brightline (Resolution 2021-10) that would allow for railroad safety improvements to seven railroad crossings at major intersections in the City. The total cost of the improvements are $1.8M, with the City providing a 20% match. One of the railroad crossings that was targeted for safety improvements was Copans and Dixie.

The original improvements planned for Copans Road included edge markings & striping through the crossing and an exit gate in the NW quadrant of the crossing. As the site investigation and design work progressed, Brightline determined that the existing roadway characteristics along the west side of the railroad tracks at Copans Road and Dixie Highway limited the options for installing an exit gate.

In an effort to install an exit gate at another location, Brightline reviewed the other crossings planned for improvements as part of this project but did not originally include exit gates. It was determined that NE 33rd St would be a feasible location where exit gates can be installed. The overall cost of the project will remain unchanged. The City will still be receiving all the improvements originally planned; the only change is that exit gates planned for Copans will instead be used at NE 33rd Street. Accordingly Exhibit-A of the original Agreement has been amended to reflect this change.
