Summary Explanation/Background:
The attached Ordinance reflects the changes negotiated between the City and the Federation of Public Employees. Employees who leave the City under good terms and then at a later date are reemployed currently have the option to purchase past credit upon being rehired. However, upon rehire an employee only has three months to initiate the purchase for past credit. The attached Ordinance would remove the time limit and allow employees to purchase past credit. Additionally, employees who are eligible to retire, or enter DROP, but who have not yet elected to retire or enter the DROP, may elect to purchase additional service time needed to round-up his/her current year of service prior to retiring or entering the DROP. There is no cost to the City for the proposed changes. The employee will pay all costs, including the city's portion, prior to retiring or entering the DROP. Since the 11/9 Commission meeting additional language was added at the request of the Pension Board Attorney to ensure that the cost be paid prior to retirement.
