Summary Explanation/Background:

Staff believes that the Barnacle Parking System (Barnacle) is an effective solution to encourage compliance with paid parking regulations, as well as to ensure the violators will pay unpaid citations.  The system has been in use with the City and this item requests approval for a new agreement.  The Barnacle has important advantages over the traditional Boot system. The Barnacle is a bright yellow 20-pound device that looks similar to a common brief case that adheres to the windshield with 750 pounds of force. The parking enforcement officer can easily and quickly apply the device to the front windshield. An alarm and tracking system are then activated using the keypad built into the device. If a driver attempts to drive away with the Barnacle on their vehicle’s windshield, a high-pitched alarm will sound. The driver simply calls the number on the device and once the outstanding fees are paid they are given a code to release the device. The citizen has 24 hours to return the barnacle to the parking office 24/7 utilizing a drop box for convenience. If the device is not returned in a timely manner their credit card will be charged for the device. This enforcement tool is reserved for violators with 3 or more regular citations or 1 ADA citation.  The Barnacle software system is compatible with our current enforcement software allowing seamless report and auditing capabilities. It should be noted that when the City first launched the program, we first notified those already in our database that met the criteria to be “barnacled” to provide an opportunity to pay outstanding fines.   We also provided a one time warning if those violators were identified by our license place reader parking enforcement system in the field. The Cities of Fort Lauderdale and West Palm Beach use the Barnacle, and have had success with this immobilizing device as well.
