Summary Explanation/Background:
Staff is seeking City Commission approval of a Resolution to enter into a Local Agency Planning (LAP) Agreement with the Florida Department of Transportation (FDOT). The City received an Appropriations Grant in the sum of $600,000.00 requested by former Congressman Ted Deutsch prior to his departure from office. The purpose of the grant is to offset the costs to construct a safety fence along Dixie Highway from Atlantic Boulevard to Sample Road. FDOT requires entering into a LAP Agreement to ensure the use of the funds is in compliance with applicable Federal and State statutes. This Resolution will ratify the City's intent to comply and move the project into construction once plans are fully approved and permitted. Once the City is ready and able to advertise the project for construction, staff expects these funds to be sufficient to construct nearly 4,000 feet of fence. This assumes the price per linear foot of fence remains steady at $150.00/foot. The total linear feet of fence needed to complete the project is close to 13,000 feet. Staff will continue to seek additional funds to offset the costs of the rest of the project through more appropriations or grants including, but not limited to, partnering with Brightline and the Metropolitan Planning Organization (MPO).
