Summary Explanation/Background:
The applicant is requesting a Text Amendment in accordance with Zoning Code section ?155.2402 [Text Amendment], which is public-initiated. The applicant is requesting to amend Zoning Code section 155.4219 [COMMERCIAL: MOTOR VEHICLE SALES AND SERVICE USES] and Appendix A: Consolidated Use Table. At the August 23, 2017 Planning and Zoning Board meeting, the text amendments were recommended by the Planning and Zoning Board subject to 3 conditions which have been accepted by the applicant's attorney and incorporated into the draft ordinance. The proposed use is: "Limited Auto Dealership - Fleet Automobile Sales", which generally allows a car rental business to sell the rental cars after the rental cycle, subject to several use standards. At the November 14, 2017 City Commission meeting, the Commission made a motion to amend the ordinance and incorporate specific changes. The attached memo 17-423 describes those changes in detail. Sections 155.4219 V.3. (g)-(k) have been added to the ordinance included within the backup for this item, which should address the Commission's concerns.
